Senior Legal Advisor
Malyna YIN is a Senior Legal Advisor at BNG Legal. He graduated Diploma Degree of Law (2 years) from the School of Administration Cadres and Law in 1992 and then graduated Diploma Degree of Professional Lawyer from Cambodian Bar Association in 1997. He obtained his bachelor’s degree in law from University of Law and Economics Sciences, Cambodia and a master’s degree of public administration from University of Law and Economics Sciences, Cambodia.
Prior to joining BNG Legal, he has held various legal positions providing a wide range of experience. From 1998, Malyna had practiced a lawyer profession and handled many court cases such as civil cases, criminal cases, labour cases and other civil litigations etc. I also provided consultancy service on legal in various matters. Then Malyna became a civil servant in the Ministry of Interior, Cambodia and got promoted as Director of the Department of Local Administration in 2008. In this position, Malyna was responsible on various works such as the participation on the development of Decentralization policy and legal frameworks; and building capacity to elected Communes/Sangkat Council. After that, Malyna was promoted to be a Deputy General Director of General Department of Identification, Ministry of Interior in 2014. In this position he acted as a team leader to develop National Strategic Plan on Identification 2017-2026 and Royal Government of Cambodia approved this strategic plan on June 2016 and then as a key person to lead the implementation of this strategic plan. Malyna was also actively involved in the reviewing current legislations related to identification works and drafting the new law on Civil Registration, Vital Statistics and Identification and this law was promulgated in late 2023.
At BNG Legal, Malyna assists in civil registration, citizenship and naturalization, contract, labour, real estate matters and civil case litigations. He also can help on the NGOs & INGOs set up and the immigration issues like entry visa.
